Supplemental Capital Grant Program for Local School Systems with Significant Enrollment Growth or Relocatable Classrooms (EGRC)
EGRC is established in Maryland Code, Education Article § 5-313 and provides additional funding for Local Education Agencies that:
- Have enrollment growth that is more than 150% of the Statewide average over the past five years OR
- Currently utilize more than 250 relocatable classrooms for educational purposes.
Statute requires that the Governor provide at least $40 million to the program in fiscal years 2017 through 2026 and $80 million annually in FY 2027 and after. The first $40 million appropriated to the program is distributed to eligible school systems proportionally based upon full-time equivalent enrollment. Any funding over $40 million is distributed proportionally based upon the school system’s share of enrollment growth above the statewide average percentage.
EGRC is administered as part of the Capital Improvement Program (CIP) as supplemental funds. Projects awarded EGRC funds must align with all CIP requirements and are subject to the standard State and local cost-share percentages.
